Welsh AMs will this summer publish a report on tackling pavement parking by drivers.
It follows a year long study into the issue which is causing concern to pedestrians and road safety bodies and is likely to make it a civil offence with a fixed penalty parking fine being considered.
The owners of a private track in Mid Wales have been fined £30,000 for safety offences after a car club member died in an accident in June 2018.
Mid Wales Activity admitted H&S breaches on their course in Pontrhydfendigaid and Swansea Crown Court was told there was no first aid equipment or an emergency plan for the 2- 4 miles circuit on farmland when Josua Phillips, aged 25, from Bristol, crashed his MX5 sports car.
Snow and ice has been forecast for much of Wales overnight.
The warning applies until 10am Wednesday and drivers and pedestrians need to be wary of untreated roads and pavements.
